AI for councils & government.
Practical AI that takes routine load off staff and improves citizen services. Built for fixed-price scoping, public-sector procurement, and accessibility from day one.
The challenge
Councils are under real pressure: tight budgets, rising demand, and digital teams short on capacity. Residents wait on hold for routine queries that could be answered in seconds.
The technology to fix this exists today. AI can handle routine citizen enquiries, process documents, and automate workflows — freeing staff to focus on complex casework that needs a human.
The problem isn't technology. It's finding a partner who can actually build, deploy and maintain it — to public-sector standards, in Welsh and English, on a fixed price. That's where we come in.
Welsh & English built into the system, not bolted on later.
Working software you deploy — not consultancy decks.
Clear scope and price up front, ready for committee sign-off.
You work with the engineer, not an account manager.
What we deliver
Production-ready AI systems for local authorities. Not consultancy decks — working software deployed on your infrastructure (or ours, your call).
Citizen Service Portals
Portals for council websites with embedded AI assistance for the most common resident enquiries — council tax, bin collections, housing, planning applications, parking permits. Available 24/7, bilingual Welsh/English.
Automated Call Handling
AI voice agents that answer phone lines, route calls intelligently, handle routine enquiries, and take messages. Residents get immediate responses instead of hold queues.
Document Processing
Automated processing of planning applications, FOI requests, benefits forms, housing applications, and internal correspondence. AI reads, classifies, and routes documents.
Internal Workflow Automation
Streamline approvals, reporting, data entry, and inter-departmental communication. Free staff from repetitive admin to focus on complex casework.
Bilingual Welsh/English Systems
Every system we build supports Welsh and English natively. Not machine-translated — properly localised and culturally appropriate.
Data Dashboards & Reporting
Real-time dashboards for service performance, complaint tracking, resident satisfaction, and operational metrics. Data-driven decisions, not guesswork.
Proven in production
Live systems in use today. Named references for similar council / NHS projects available on request during procurement — ask and we will arrange introductions.
Lingo Service
Production translation-agency platform with active UK council and NHS trust clients. Certified translations in 200+ languages, instant quoting, ISO 17100 workflows, embedded AI assistant qualifying leads 24/7. The platform has handled live public-sector translation work since 2021.
View case study →LingoVoice AI
Real-time AI interpreting platform handling 260+ languages with sub-second latency. Designed for high-stakes settings: NHS trusts, solicitor-client meetings, school parent meetings, council frontline services. 60 free minutes on signup so your team can evaluate before commitment.
View case study →Procurement & frameworks
Honest about where we are. Most local-authority projects fit under direct-award threshold and we can start immediately. For larger contracts, we'll complete framework applications inside your procurement window.
Direct award (under threshold)
Available nowFor projects under your authority's direct-award threshold (typically £30,000–£40,000 depending on standing orders), we can start immediately. Fixed-price proposal, clear deliverables, ready for committee sign-off.
G-Cloud (Crown Marketplace)
Application on demandNot currently listed on G-Cloud 14. For any contract that requires framework purchase we will complete the application — typical onboarding 6–12 weeks. We can usually align this with your procurement window.
Sell2Wales
Application on demandNot currently registered on Sell2Wales. We will complete registration for any Welsh public-sector contract that requires it, and we already work bilingually in Welsh and English.
Subcontract / partner-of-record
Available nowWe can deliver as a subcontractor under a primary supplier already on your framework. Useful when you need our specific capability (AI / Welsh / fast delivery) on an existing contract.
Security & compliance
What we hold today, written honestly. We hold the standards we claim — and we're explicit about what's in progress vs. delivered.
UK GDPR & DPA 2018
Full compliance with UK GDPR and the Data Protection Act 2018. DPA, DPIA template, and SAR handling provided with every project.
UK data residency
All data stored and processed within UK data centres (AWS London, Azure UK South, GCP London, or your existing Crown-approved hosting). No data leaves UK borders.
Encryption at rest & in transit
AES-256 for stored data. TLS 1.3 for all data in transit. No unencrypted data paths between services.
Role-based access + MFA
Fine-grained role-based access control, multi-factor authentication enforced for admin accounts, and detailed audit logging. Every action attributable to a user.
Cyber Essentials — assessment in progress
We follow the five Cyber Essentials technical controls in everything we build. Formal certification is in progress; if your contract triggers PPN 09/22 (Cyber Essentials required for £100k+ contracts) we will hold cert before contract signing.
Vulnerability management
Dependency scanning on every deploy. Security patches applied within 24 hours of disclosure for high-severity issues. Pen-test arranged on request before launch for sensitive systems.
Accessibility & GDS alignment
Public-sector accessibility is law (PSBAR 2018) and good practice is the GDS Service Standard. We build to both from day one — not as a final QA pass.
WCAG 2.2 Level AA, by design
Every public-facing system we build is designed and tested to WCAG 2.2 Level AA — the standard mandated by the Public Sector Bodies Accessibility Regulations 2018. Keyboard navigation, screen-reader semantics, colour-contrast, focus management, ARIA usage — built-in, not retro-fitted.
Accessibility statement, ready to publish
We deliver a fully-written accessibility statement with each launched system, in the GDS-recommended format. You publish it under your domain alongside the live service — one less thing for your digital team to draft.
GDS Service Standard alignment
Every public-sector project we build follows the 14 points of the GDS Service Standard — user research, iteration, open standards, data ethics, inclusivity. We use the GOV.UK Design System where appropriate. We're not GDS-assessed (assessment is for central-government services), but the methodology is the same.
Welsh Language Standards
Welsh and English are equal first-class languages in everything we ship — UI, error messages, emails, voice agents, search. Designed to align with the Welsh Language Standards (Regulations) 2015 active-offer requirement, not bolt-on translation.
Insurance, policies & supply chain
The questions every council procurement officer asks — answered up front so they don't need to chase.
Insurance
Professional indemnity and public liability cover in place. Certificates and cover amounts provided on request as part of contract due diligence.
Modern Slavery commitment
As a small studio under the £36M turnover threshold, we are not required to publish a Section 54 statement — but we will provide a written supply-chain commitment for any contract that asks for one.
Carbon Reduction Plan
For any contract subject to PPN 06/21 (≥ £5M), we will provide a project-specific Carbon Reduction Plan aligned with the PPN format. UK-region hosting and edge-rendered architecture keep our default footprint low.
Procurement FAQ
Ten questions every council and NHS procurement team asks — with honest, current answers. If we don't hold something today, we say so and tell you what we'll do about it.
Are you currently listed on a public-sector framework?
Not currently on G-Cloud 14 or Sell2Wales. For any contract that requires framework purchase we will complete the application during your procurement window (typical onboarding 6–12 weeks). For projects under direct-award threshold we can start immediately.
What certifications do you hold today?
We follow Cyber Essentials technical controls in everything we build, and formal certification is in progress. ISO 27001 and Cyber Essentials Plus are not yet held — for contracts that require them, we'll complete certification before contract signing. UK GDPR practice, UK data residency, AES-256 at rest, TLS 1.3 in transit are standard on every project.
Where is our data hosted?
All data on UK soil. We use UK-region cloud providers (AWS London, Azure UK South, Google Cloud London) — or we deploy directly onto your existing Crown-approved hosting if you prefer. No data leaves UK borders.
Do you carry professional indemnity and public liability insurance?
Yes. Insurance certificates and cover amounts are provided as part of contract due diligence — we'll send the current certificates on request.
Will the platform meet WCAG 2.2 Level AA (PSBAR 2018)?
Yes — every public-facing system is designed and tested to WCAG 2.2 Level AA. We deliver an accessibility statement with each launch, ready to publish under your domain.
Do you have references from UK councils or NHS trusts?
Our sister platform Lingo Service is in active use by UK councils and NHS trusts for translation work. For specific named references in similar AI / citizen-services projects, we can arrange direct introductions during the procurement process — ask and we will set it up.
Do you align with the Welsh Language Standards?
Yes. Welsh and English are first-class throughout — UI, error states, emails, voice. Built to support the active-offer requirement in the Welsh Language Standards (Regulations) 2015 from day one, not bolted on later.
Can we self-host? What if Code2Box ceases trading?
Yes to both. All source code is delivered to your own GitHub or self-hosted Git repository at handover. Data lives on your infrastructure or on cloud accounts in your name. There is no platform lock-in — you can continue running the system without us, or hand it to another supplier, the same day.
Do you have a Modern Slavery statement and a Carbon Reduction Plan?
We are under the £36M Section 54 threshold so a Modern Slavery statement is not legally required, but we will provide a written supply-chain commitment for any contract that asks for one. For contracts subject to PPN 06/21 (≥ £5M) we will provide a project-specific Carbon Reduction Plan.
Do you align with the GDS Service Standard and GOV.UK Design System?
Yes. Every project for public-sector clients follows the GDS Service Standard 14 points (user research, accessibility, iteration, open standards, data ethics) and uses the GOV.UK Design System where appropriate. We're not GDS-assessed — that's for central-government services — but the methodology is the same.
